Noida Authority’s 221st Board Meeting Concludes; Key Decisions Taken on Housing, Drainage, City Logistics and Stalled Projects

Noida: The 221st Board Meeting of the Noida Authority was held on Saturday at the Authority’s auditorium, chaired by Uttar Pradesh Industrial Development Commissioner and Noida Authority Chairman, Deepak Kumar. The meeting witnessed the participation of senior officials from Noida, Greater Noida and Yamuna Expressway authorities, including Lokesh M., Rakesh Kumar Singh and Sunil Kumar Singh.

Several important decisions were taken during the meeting concerning housing schemes, drainage improvement, city logistics planning, Unified Regulations 2025, and long-pending real estate projects.

Committee to Resolve Group Housing Flat Issues

The Board approved the formation of an eight-member committee to resolve issues related to No Objection Certificates (NOCs) and tripartite sub-lease registration for flats constructed on group housing plots allotted to housing societies. The committee will function under the chairmanship of the concerned Additional Chief Executive Officer and is expected to address long-standing grievances of flat buyers, particularly in cases involving “subsequent members.”

Approval for EOI to Improve Drainage and Environmental Protection

To improve drainage systems and ensure environmental compliance across the Authority area, the Board approved inviting Expressions of Interest (EOI) from national-level agencies. The initiative aims to introduce modern treatment systems by assessing site availability near drains, cost-effectiveness, and long-term operation and maintenance requirements.

Draw for Remaining Applicants Under Residential Plot Scheme 2011

The Board also decided to conduct a draw of lots for remaining applicants under the Residential Plot Scheme 2011 (Farmer Category), as amended in 2016. This follows the allotment of 644 plots in 2021, with remaining plots to be allocated among eligible applicants. A joint committee comprising officials from Noida, Greater Noida, and Yamuna Expressway authorities has been approved to carry out the process.

Consultant Selection for City Logistics Plan

To enhance traffic management and streamline urban logistics, the Board approved the preparation of a City Logistics Plan. Presentations will be invited from reputed institutions such as the School of Planning and Architecture (New Delhi) and IITs, following which a suitable consulting agency will be selected.

Review of Sports City Project Compliance

The Board reviewed compliance with Supreme Court orders related to the Sports City Project (Sector-150, Noida). It was informed that occupancy certificates have been issued for the SC-02 plot with applicable conditions, and directions were issued to complete further procedural requirements expeditiously.

Partial Amendments to Unified Regulations 2025 Approved

Partial amendments to provisions related to commercial, institutional, and industrial categories under the Unified Regulations 2025 were approved. These changes aim to simplify development processes and enhance transparency in future urban development activities.

Significant Progress in Stalled Real Estate Projects

A progress report on legacy stalled real estate projects was also presented. Of the 57 identified projects under government orders, 36 projects (around 60 percent) had benefited from relief measures by December 31, 2025. A total amount of approximately ₹872.12 crore has been deposited with the Authority so far.

These developments have provided relief to nearly 6,855 flat buyers, with 4,134 flat registrations already completed. The Board directed officials to further expedite the registration process for remaining flats.

The decisions taken in the 221st Board Meeting underline the Noida Authority’s commitment to planned urban development, environmental sustainability, housing sector reforms, and protection of homebuyers’ interests, while ensuring transparency and efficiency in governance.
